Monthly Report for December 2016

 

Dear Citizens,

I would like to express my sincere gratitude and appreciation to the citizens of Navarro County for re-electing me as your Sheriff. I am humbled by the trust and confidence that you continue to place in me and I pledge to do my very best, striving to provide this county with excellence in law enforcement in a proactive, effective and efficient manner. I will continue to be incorruptible, intolerant of crime and serve with the same integrity, leadership and commitment as I always have. I would like to also say thank you to my family for their continued support and understanding, to the men and woman of the NCSO for their commitment and hard work as well as to all those in the community who have consistently given their words of encouragement and appreciation over the past four years.

I look forward in continuing to lead this department safeguarding the lives and property of the citizens we serve with honor, integrity, trust, fairness and professionalism.

I hope everyone had a happy and safe Thanksgiving with family and friends. We at the NCSO would like to wish you and yours a Merry Christmas and hope you all make many special memories while enjoying and celebrating the holiday season with those you love.

I want to thank the men and women of the NCSO Honor and Color Guards who were extremely honored to take part in the Navarro County Veterans Day celebration. Many of the members of these specific units, along with several other of our NCSO members, not only served our country in the armed forces but continue to serve our citizens today in law enforcement. Your service and dedication is still appreciated today.

Navarro County Sheriff’s deputies located a kilo of cocaine, guns and approximately $750,000 in counterfeit money after responding to the scene of a shooting in the 2100 block of SW 0025 near Angus. A deputy in the area stopped a vehicle leaving the immediate area that contained a shooting victim within minutes of the report. The patrol division secured the scene and searched for suspects and victims before requesting assistance from the criminal investigation division. Two persons were shot during the incident and both victims received medical treatment. There have been no arrests at this time and the case is currently under investigation.

A suspect was arrested and charged with two counts of child abandonment by the N.C.S.O. after being involved in a theft at the Dollar General Store on State Highway 287 in Corsicana. Deputies were alerted by dispatch of the theft at the location and that the suspect had rammed a civilian’s vehicle after committing the theft. The civilian followed the suspect vehicle at a high rate of speed Eastbound on State Highway 31 until Corporal Shane Richards observed the suspect vehicle at State Highway 31 & FM 1393. Corporal Richards followed the vehicle until it eventually stopped in Goodlow where the driver fled on foot leaving a one and two year old child in the vehicle. Kerens Police Chief Bryan Miers observed the abandoned vehicle and attended to the children until a responsible party for the children arrived at the scene. The suspect surrendered to Corporal Richards’s minutes later after being observed walking in the area.

Corporal Shane Richards arrested an individual after a traffic stop turned into a short manhunt in Corsicana near the Arbors apartments on N. 45th St. The suspect fled the vehicle and a search uncovered cocaine, brass knuckles and a handgun. He was wanted on six warrants including manufacture or delivery of a controlled substance, escape, possession of marijuana and possession of a controlled substance out of Ellis County and burglary out of Garland. The arrest added charges of possession of a controlled substance, manufacture or delivery of a controlled substance, unlawful carrying of a weapon, evading and carrying a prohibited weapon.

An arrest by the NCSO of an individual wanted on a felony arrest warrant in the 1300 block of East Collin in Corsicana turned into a significant drug bust. Captain Stan Farmer and Lieutenant Clint Andrews had gone to the location to serve an arrest warrant and during the course of the arrest and investigation, a search warrant was obtained for the location. Approximately 56 grams of cocaine in crack form, ecstasy, marijuana, a pistol, cash, digital scales and paraphernalia were seized. The location was also a Drug Free Zone.

I, along with Sergeants Melanie Cagle, Kris Matthews and CPD officer Rose Clark, recently attended the Southwestern Crisis Negotiations Training Conference in San Antonio that is sponsored by the Texas Association of Hostage Negotiators. Crisis negotiators are required to attend 40 hours of continuing education each year to maintain their state certification.
Deputy Patty Medina taught an Intermediate Spanish class this month at the N.C.S.O. This is part of our commitment to keeping our officers current with State requirements on continuing education.

Congratulations to Sergeant Melanie Cagle for being named Corsicana Daily Sun- Cotton Patch first responder of the week in November.

The Navarro County Sheriff’s Office currently has hay for sale. The hay is a mix of coastal, and Johnson grass that was recently baled at our Petty's Chapel farm. The hay is 4 x 6 net wrapped, round bale hay. The price is $40 per roll with a ten roll minimum purchase. Loading is available. The Sheriff's Office had 3,311 calls for service in November and our dispatch received 1,984 calls for assistance to 9-1-1. There were approximately 205 persons arrested and booked into the Navarro County Justice Center and the average daily jail population was 232 inmates. The Narcotics Unit arrested 8 suspects, filed 9 criminal cases and served 6 outstanding arrest warrants. Twelve inmates were transferred to the Texas Department of Criminal Justice and 10 other inmates were transferred to State Jail and SAFP units to serve their sentences. This month we estrayed one calf and transported it to the county farm in Angus.

We welcomed Amy Plant back to the NCSO on December 1 as our newest employee to the Detention Division. We currently have one vacancy in detention. As in the past, applications will continue to be taken for any vacancy until the position is filled.
