Effective September 1st, Dispatchers and 9-1-1 Operators were officially recognized as first responders in the State of Texas. They are truly "first on the scene" and we salute them for being the heroes most will never see.
Members of the Navarro County Sheriff's Office Swat Team and Crisis Negotiations Unit proudly displayed some of our equipment last month at the Corsicana Air Show. Thanks and much appreciation to Captain Melanie Cagle, Lieutenant Joey Jock, Sergeant Jeff Harbuck and Corporal Keith Lewis for interacting, demonstrating and answering any questions at the event. A popular attraction with the kids was our new tactical surveillance robot which didn't cost the tax paying citizens a penny. It was 100% paid for by grants and local donations and as well as our Lenco Bearcat armored vehicle that always garners attention. The Bearcat was also 100% bought and paid for by assets seized from a local drug dealer. Our partners at The Navarro County Office of Emergency Management also had the Mobile Command Center, drones and other assets on display for all to see as well. Thank you to everyone who came by and visited with our officers and as always, we appreciate all your support.
We will not forget. They were just ordinary people, with extraordinary courage. People of character, valor and undeniable faith in the face of horrifying tragedy. Eighteen years ago on 9/11, over 3,000 innocent lives were taken from us. So many courageously and generously aided their fellow citizens in one of America's greatest times of need.
September 11, 2001, will forever be one of the most tragic days in American history. Through the unimaginable anguish, however, ordinary Americans imprinted into our history remarkable examples of bravery, of sacrifice for one another, and of dedication to our shared morals and principals. The shock from the lasting images of the smoke rising from the World Trade Center and Pentagon gave way to limitless inspiring pictures and videos of co-workers helping one another to safety, of heroes running into collapsing buildings numerous times to save the innocent people trapped and to the unforgettable story of those patriots who charged the cockpit of Flight 93 to save an untold numbers of lives. "Let's roll!" The last words heard from Todd Beamer on Flight 93. These heroes touched us and moved us with their bravery.
Our strength continues to show that we will not waiver. As with the spirit of service and self-sacrifice that Americans demonstrated on September 11, 2001, it is in the most difficult times, the majority of people are most compelled to help and rise to the occasion. It is in times such as these we see the humanity and the kindness of strangers at its best.

In recognition of National Police Women's Day in September, I sincerely thank and appreciate the women of the NCSO. Their commitment, dedication and contribution to not only me and the department, but to the citizens we serve.
Mr. Don Parks, Eric Meyers and the Chase Parks Foundation, we thank you for catering lunch from Ellinya Italian Restaurant for our employees. Our heartfelt thanks to not only you but to the Woodman Life Insurance and Twilight Nursing Home for bringing cookies to the NCSO. We sincerely appreciate not only your continuous support of law enforcement but your kindness as well.
I personally thank Captain Braz Davis, Chief Henley and the members of the Corsicana Fire Department for the kindness shown to me after I conducted a block of training with them last month. I truly appreciated the kind words conveyed in your thank you card as well as the gift of cookies brought to me at the NCSO. It was a pleasure to teach members of your organization. They are a great group of guys.
On Saturday 9/21/19 the NCSO assisted the Naval Criminal Investigative Service (NCIS) with ending a nationwide search for a missing marine. NCSO Sgt. William Grigsby located the suspect's vehicle at the north bound rest area of Interstate 45 and radioed for assistance. Additional officers from the Corsicana Police Department, Texas Department of Public Safety, Special Agents of NCIS and Richland PD responded. Sgt. Grigsby and a NCIS special agent, along with other officers, made contact with the suspect at the location and placed him in custody without incident. We greatly appreciate the assistance of the Corsicana Police Department and all agencies involved in helping to safely apprehend this subject. The subject has been transferred out from the Navarro County Justice Center.
Navarro County Sheriff's deputies arrested a man Friday September 27, 2019 who was driving a stolen car and carrying drugs. A NCSO narcotics unit observed the vehicle traveling on Highway 287 and ran its registration. Dispatch told deputies the vehicle was reported stolen out of Corsicana. An NCSO patrol unit assisted in initiating a stop on the stolen vehicle. The suspect vehicle failed to yield and deputies pursued the suspect. The pursuit traveled through the residential area of E. 16th and continued to S. 4th street. The suspect continued north and wrecked in the area of S. 4th and E. 10th. The suspect then ran and deputies caught him and took him into custody in 800 block of E. 9th. The suspect was found to be in possession of cocaine after taken into custody. More narcotic evidence was located inside the stolen vehicle as well. The suspect was charged with Evading Arrest with Vehicle and the Corsicana Police Department will be obtained an arrest warrant for Unauthorized Use of a Motor Vehicle.
We are proud once again to congratulate the winning NCSO team of Captain Stan Farmer and Sergeant Jeff Harbuck as the 2019 champions of the Habitat for Humanity Skeet Shoot. Teams from the NCSO and Corsicana Fire and Rescue competed in this year's event. This marks four of the last five years that this team has won the event and they will proudly be bringing the championship cup back to the NCSO for another year. Again, congratulations and job well done Capt. Stan Farmer and Sgt. Jeff Harbuck!
Congratulations to Deputy Ismael "Izzy" Esparza for being the Corsicana Kiwanis Deputy of the Year Award recipient for 2019. Deputy Esparza served three years of active duty in the U.S. Army followed by six years in the Army reserve including a deployment to Afghanistan. Deputy Esparza attended the Navarro College Police Academy at the Waxahachie campus and later began working at the Navarro County Sheriff's Office. After approximately six months in corrections, he transferred to the patrol division where he has served for approximately one year. Deputy Esparza is a dedicated and valuable asset to our team. Again, congratulations Deputy Esparza and to all other Kiwanis award recipients.
The Sheriff's Office had approximately 3,508 calls for service in September and our dispatch received 2,058 calls for assistance to 9-1-1. There were approximately 225 persons arrested and booked into the Navarro County Justice Center and the average daily jail population was 224 inmates.
The Narcotics Unit arrested twelve suspects, filed twelve criminal cases and served six outstanding arrest warrants. Twenty-four inmates were transferred to the Texas Department of Criminal Justice and twelve other inmates were transferred to State Jail and SAFP Units to serve their sentences. This month we estrayed one bull, seized one horse, and sold one estray bull at Corsicana Livestock Auction for $1,174.81.
We are currently accepting applications for vacancies in the detention division. As in the past, applications will continue to be taken for any vacancy until the position is filled.
