Monthly Report for February 2019

This month we held our Annual NCSO Departmental Meeting and Awards Ceremony. I would like to say congratulations to the following award winners for 2018:
Telecommunicator RosieLea Smith on being awarded Employee of the Year, Patrol Lieutenant Joey Jock Awarded Deputy of the Year and Deputy Darron Richardson awarded Detention Officer of the Year. Deputy Jim Johnson was also recognized with a standing ovation for over 56 years of law enforcement service. Congratulations to these Deputies for a job well done during 2018. I would also like to say a thank you to all our employees for the job they do every day, 24/7 in serving the citizens of Navarro County. I appreciate your dedication and the effort you ALL put forth no matter the department you are assigned or the capacity in which you serve. Thank you.
To Chief Henley and everyone with Corsicana Fire and Rescue, thank you for inviting my wife and I to share in a great evening at your RiseUp To Serve Banquet. Congratulations to all the CFD award winners and also to our own Mariela Martinez who was recognized for being part of the Corsicana Fire and Rescue Call of the Year for 2018. I also would like to congratulate Eric Ryan Meyers, Brett Latta and Darrell Cobb from the Navarro County Office of Emergency Management in receiving the 2018 Thin Red Line Award for their dedication and service to the citizens of Corsicana and Navarro County.
I am proud to announce that Captain Stan Farmer has passed the Federal Aviation Administration Airman Knowledge Test in order to be awarded his Remote Pilot Airman Certificate by the FAA. This certification will allow Captain Farmer to become the newest Drone Pilot for the NCSO.

On Monday, February 4, 2019 about 8 p.m., the NCSO - SWAT Team executed a high risk narcotics search warrant in the 2300 block of W 1st Avenue, Corsicana. The investigation into this suspected drug trafficking location was led by NCSO Narcotics Sergeant Rickey Ragan. Detective Ragan ultimately obtained a narcotics search warrant for the suspect location that was signed by District Judge James Lagomarsino. Due to the extremely violent criminal history of one of the suspects at the location, the NCSO - SWAT team was utilized to execute the search warrant. A total of five adults were originally detained at the location and four small children were also found inside the residence. Approximately 345 grams of Methamphetamine, with a street value of nearly $35,000 was seized. There was evidence of a methamphetamine recrystallization lab also recovered at the scene. The primary suspect also had $2,335 that was seized subject to asset forfeiture. CPS was called to the location to evaluate the children’s welfare. This was a significant seizure of Methamphetamine for this area. I am not only proud of all our officers that were involved in this operation but I am also very proud of the fact that these drugs will never reach the streets. One suspect was arrested at the scene and transported to the Navarro County Justice Center where he was charged with Man/Del CS PG1 > 200g < 400g, Abandon/Endanger Child and POM < 2. A second suspect linked to this narcotics investigation was arrested later in the week. NCSO Narcotics Detectives located the suspect and served multiple felony warrants in the 300 Block of N Goodman, Kerens. The suspect was wanted for Tampering w/ Physical Evidence and POCS PG 1 < 1g. He was also found to be in possession of methamphetamine at the time of his arrest. Another subject located at the residence was also found to have an active felony warrant out of Panola County for Probation Violation/Forgery Financial Instrument.
A traffic stop conducted by Sgt. Caleb Loftis later resulted in the arrest of one suspect on felony drug charges. The stop was made at the request of the NCSO Narcotics Unit in the 400 block of West 7th Avenue Corsicana. During the traffic investigation, deputies requested assistance from the Corsicana Police Department’s K9, and the K9 alerted on the vehicle. Approximately 6.9 grams of methamphetamine, baggies, scales, and paraphernalia were located and $879 was seized subject to asset forfeiture. The suspect was arrested and charged with Man/Del CS PG 1 > 4g < 200g a first degree felony. Sgt. Caleb Loftis also conducted a traffic stop on GW Jackson Avenue in Corsicana for disregarding railroad crossing arms. As a result of the traffic investigation a quantity of cocaine in powder form, controlled substance (pills) and a quantity of marijuana, along with drug paraphernalia, were seized. The driver was arrested and charged with possession of controlled substance P.G. 1>1 gram, possession of controlled substance P.G. 3 >28 grams and possession of marijuana under 2oz.
On February, 10, 2019 at approximately 12:43 AM, the Navarro County Sheriff’s Office Dispatch received a 9-1-1 call from Deborah Ball reporting a Criminal Trespass/Deadly Conduct call at her residence, located at 1004 SE 0010 Corsicana. Mrs. Ball advised that Ronnie Perkins, whom she had a criminal trespass warning on filed for her location, was parked at her front gate firing a weapon. Deputies arrived at the location minutes later and found Ronnie Don Perkins, age 60 of Corsicana, deceased in the front yard of the residence as a result of homicidal violence from a single gunshot wound. An autopsy of Perkins was ordered by Judge Connie Hickman. Deputies located Mrs. Ball inside the residence, and determined that she was the victim of a single gunshot fired by Perkins from a revolver through the front door of the residence. The bullet struck Mrs. Ball causing serious bodily injury. Deputies also spoke with John Ball, Deborah Ball’s son, who advised that he had fired his weapon in defense of himself and his mother, but was unsure if he had struck the suspect. Deputies learned that Perkins had previously been arrested for trespassing at the same location and that both parties had a prior dating relationship that had recently ended. Mrs. Ball was initially treated at the location then transported by Corsicana Fire and Rescue to an area hospital. This case remains under investigation.
The Sheriff's Office had approximately 2,612 calls for service in February and our Dispatch received 1,462 calls for assistance to 9-1-1. There were approximately 234 persons arrested and booked into the Navarro County Justice Center and the average daily jail population was 269 inmates. The Narcotics Unit arrested 16 suspects, filed 16 criminal cases and served 11 outstanding arrest warrants. Thirteen inmates were transferred to the Texas Department of Criminal Justice and ten other inmates were transferred to State Jail and SAFP Units to serve their sentences.
This month we estrayed one cow, one calf and one horse and transported them to our county farms at Angus and Petty’s Chapel. We sold two estray horses and four estray donkeys at Elkhart Horse Sale for $546 and we also collected $290 in estray fees.
We are pleased to announce and introduce our two newest members to the NCSO team this month: Wade Hall and Josh Medina began their law enforcement careers as Detention Officers at the NCSO on February 1st. We welcome you both and wish you all the best in your career!
As of March 1st, we remain fully staffed but we will continue accepting applications for future vacancies.
